ABOUT THE ROLE:
The Accounting Manager is a senior leadership position that performs complex, multi-function, professional accounting and supervisory work involving organizational financial/accounting systems. It includes direct supervision of the Payroll & AP Accountant, making professional accounting reviews and decisions, and managing financial systems input and analysis. The Accounting Manager should have knowledge of and adhere to federal/state regulations and ensure annual audits and related reports are completed in accordance with federal reporting requirements, GAAP, GASB and other applicable regulatory standards. The work is performed independently and is subject to NCSL policies and accounting principles. The position reports to the Chief Financial Officer.
WHAT YOU’LL DO:
- Manage Accounts Payable functions to ensure that complete and accurate information is entered in Concur Expense and Concur Invoice including appropriate approval, account coding, payment information and due date; solve AP issues as they arise and ensure timely processing. Set up requests for wire transfers and oversee cash disbursements.
- Supervise the preparation of bi-weekly payroll, assuring that the payroll system is correctly processing salaries, reported hours worked, and paid time-off.
- Ensure the timely completion of all payroll tax reporting requirements and oversee the issuance of W-2 and 1099 statements.
- Manage tasks and priorities of Payroll & AP Accountant, provide cross training, and assist team members as needed.
- Serve as administrator for NCSL's purchasing card program including card setup, training, and expense review.
- Monitor purchasing card activity to ensure that data is processed correctly per NCSL policy, including account reconciliations to ensure all transactions are successfully posted and any discrepancies are resolved.
- Maintain fixed asset records and related software module. Record additions, disposals, and monthly depreciation journal entries. Retire assets from the subsidiary ledger.
- Prepare monthly journal entries, review labor distributions and cost allocations (fringe benefits, occupancy, information technology)
- Perform monthly reconciliation of general ledger accounts and maintain appropriate supporting documentation.
- Initiate and implement ideas for improving procedures in various aspects of the accounting department, share expertise, and support and train staff.
- Perform other related work in support of the CFO, accounting department and NCSL.
- Performs other responsibilities as needed.

- Directly oversees the Accountant in the prescribed area of accounting department.
- Interviews and trains new staff.
- Provides constructive and timely performance evaluations.
- Provides training and support on accounting and related systems to staff.
- Provides financial support and counsel to organization management.
THE WORK ENVIRONMENT: This full-time position is mostly performed in an office environment, on or off-site, with prolonged periods of sitting at a desk and working on a computer. NCSL provides a unique hybrid remote work policy with the requirement that staff travel on their own fare to the NCSL office once a month for team meetings and professional development. Employees routinely use standard office equipment such as laptops, printers, scanners, copy machines, and smartphones. Occasional travel by airplane, including overnights and weekends, is required. Qualifications
QUALIFICATIONS FOR SUCCESS:
Minimum Qualifications:
- Bachelor's degree in business, accounting, finance, or related field plus ten years of relevant and progressive work experience in accounting, budgeting, or financial management.
- Previous supervisory experience is required.
- Experience with Concur Expense, Concur Invoice, Paycom or similar systems for travel expense, invoice, and payroll processing is preferred.
- Strong proficiency in Microsoft Excel
- Skill and competence to plan and schedule work and train subordinate accounting personnel.
- Thorough knowledge and technical expertise in accounting principles and practices and auditing. Experience with nonprofit or governmental accounting is preferred.
- Working knowledge of business operations and practices, grant funding, and financial software and applications.
- Skill and competence to devise and install methods, procedures, and to prepare and present complex financial statements and reports.
- Ability to interpret and apply Federal and other grantor fiscal policies, laws, rules, and regulations.
- Excellent personnel management, written and oral communication skills.
- Skill and competence in developing and maintaining effective working relationships with other employees, with grantors, auditors, and other persons involved with organizational financial activities.
- Ability to work in a politically neutral manner and to deal with sensitive and confidential matters.
- Ability to travel by air up to 1-2 times per year, with most trips being 3-4 nights, as well as work extended hours, possibly evenings and weekends, usually associated with events/travel/fiscal year end.
