Opportunity
IRAP is currently seeking a Research and Evaluation Manager to support the expansion of our organizational efforts to evaluate our impact and use research and learning to guide our programming and strategy. IRAP’s Evaluation and Learning Department is still a new team and this position will play a critical role in developing a relevant and innovative research and learning agenda and cultivating a learning culture for the organization. This position will seek to both utilize existing external research and data to inform IRAP’s work and to generate internal research and data to contribute to learning in the displacement and migration sector. The Research and Evaluation Manager will provide significant support for the evaluation of IRAP’s systemic change work including projecting and evaluating over time the impact of systemic changes. Systemic changes could include narrative change, changes to policy/ legal/ regulatory frameworks, or support/ information ecosystem changes that impact forcibly displaced populations. The ideal candidate has experience leading and conducting applied research focused on displacement and refugees, and is excited to contribute to the evidence base of solutions that work to further IRAP’s mission. The candidate can work both independently on a small team, collaboratively across IRAP’s departments, and on building external partnerships to further research goals.

Responsibilities

  • Manage the evaluation of IRAP’s systemic change work, including supporting the creation and adoption of evaluation frameworks and relevant data collection, management and analysis infrastructure and systems.
  • Support the development of a learning agenda for IRAP and set of evaluation and research priorities, in collaboration with departments across IRAP.
  • Utilize primary and secondary data (including open-source and publicly available data-sets) to support organizational needs assessments, evaluation, and research.
  • Manage the full life cycle of research and evaluation projects, including developing learning and evaluation questions, proposing research and evaluation design and methodology, and data collection and analysis.
  • Manage systems to collect, analyze, and utilize client and community input and feedback as it relates to furthering IRAP’s system change efforts.
  • Develop a variety of tools including internal and external reports, dashboards, memos/briefs, presentations, factsheets etc. to share research and evaluation findings.
  • Support IRAP’s external reporting needs, including to funders/ donors.

Qualifications

  • Minimum 5-8 years experience in research or evaluation required, and an advanced degree or equivalent experience in research, evaluation, human rights, sociology or similar.
  • Preferred experience and knowledge of research and data in global migration and displacement, or advanced knowledge of human rights/ systems change programs.
  • Experience developing and utilizing evaluation and learning frameworks, ideally with specialized experience conducting evaluations of system change efforts over time. Preferred experience conducting robust policy analysis and/or measuring narrative change efforts and campaigns.
  • Strong data management and analysis skills, advanced excel and other statistical analysis software experience. Experience utilizing Salesforce, or other similar CRM systems for data management and reporting preferred. Experience building and managing data collection tools.
  • Strong project management skills.
  • Knowledge of developmental approaches in research and evaluation to meet emerging needs. The Evaluation and Learning Department is new and still developing. Thus, the candidate should be comfortable adapting plans, approaches etc.
  • Preferred experience designing and managing applied research or evaluation projects independently and utilizing appropriate quantitative and qualitative research methods.
  • Preferred experience with report writing and data visualization to share and communicate research findings for multiple relevant audiences.
  • Preferred experience identifying and developing relationships with relevant research partners.
  • Strong understanding of ethical standards for research design and implementation when engaging IRAP’s client population. Preferred experience and knowledge of participatory research approaches, integrating DEIA goals and focus into research, and ensuring research is trauma-informed.
Location
In one of IRAP’s offices in New York City, DC, Berlin, Amman or Beirut, and remote work candidates will be considered.
Compensation
This role is paid on a step scale based on years of work experience and education. The salary will be between $86,853 - $103,70.
